Better esthetics, they can be moved in to a disaster area if they are needed, and less NIMBY problems.

All for somewhat higher costs, but I don't think the costs would be excessive. The main problem then becomes their durability. How rugged are these balloons? Do they last? Do they have batteries that need to be connected and recharged? Or maybe you can do it with solar cells?
