They had no mode of transportation. And walking would not have taken them far enough.

Btw, China evacuated 600,000 people, most of whom had no autos of their own, from the path of a typhoon around the same time as the Katrina fiasco was going on and Dumbya was playing his guitar and Brownie was doing whatever he does with horses and Cheney was buying a mansion and the Mushroom Queen was shopping for shoes.

So now it's the individuals alone who were to blame?
The same ones who are being fed the BS that the govt is doing everything possible, including "fighting" terrorism and setting up new cabinets, to be prepared in case of emergencies, natural or manmade.
You're saying the ones doing the looting and shooting were right. Just looking out for themselves. I guess in times of crisis, screw the govt and its laws and society's mores.
I don't think most of those people who stayed really understood how devastating Katrina could be.
They likely figured there'd be some shelter if needed.
After all, bush said it would be
