From an economic view, that has to be costly.> The policies run by the state prevent graduates staying here. Stay and be a serf to Helengrad or leave and earn big bucks, keeping most of it for yourself while having a bigger pond to play in. It's an easy choice for adventurous young people who want to fly the coop. Mqurice
