To me, this applies well to the New Orleans Disaster. Since Bush has to divert funds towards the reconstruction in New Orleans and other affected areas, he is forced to cut back on foreign operations and ambitions. Also, many underprivileged blacks will benefit directly or indirectly from the allocations of funds, if all goes well.

You are sadly mistaken on this my friend. Bush has said that "he is going to rob Peter to pay Paul." The funds from such a reconstruction will come from other funds for the poor, elderly and childcare programs. He is not going to even increase any taxes for his rich friends. In the past, world leaders have raised taxes to pay for national emergencies such as war ravage, natural disasters etc. Every nation has raised taxes with a sunset clause. Bush refuses to do even that. Hence his talk about reconstruction is all blah blah blah like many others in the past. Don't hold your hopes very high. His speech was aimed at deflecting attention from the situation.

I hope the press does not give up. In about 3 months, they should have a series of programs to inform the public where the relief efforts stand, IMO.
