<They say much the same thing in Australia.

"There's no point in building roads because they just generate more traffic and make the problem worse".

Elroy, in England too. Which isn't surprising because confusion and ignorance are common in all three.

The motorway from Auckland to Orewa is performing an excellent function and the problem is not worse, it has been fixed and people are enjoying excellent, safe, fast, enjoyable and convenient travel. I realize you will have missed that point because it doesn't suit your idea and people who argue a position seem to like to ignore facts and mindlessly chant cliches such as building roads makes the problem worse.

Building the Auckland harbour bridge did not make the problem of getting from the north shore to Auckland worse. It is still better than it was way back in 1959 when a journey around the upper harbour was necessary and that route is still available and that is dramatically improved too.

New Zealand doesn't have a subway system, you are correct. There isn't much demand for one in the countryside and have you tried digging holes through basalt, which is all over Auckland, where there are already train tracks if people want to travel on trains, which few do?
