Saying that the poor have numerous problems (and in fact that those problems are often the reason why they are poor in the first place), isn't saying the poor are to blame for every condition they find themselves in. The article doesn't say "its the poor people's own fault so who cares". It explains why poor people suffer more in disasters, and that the reason is not, or at least not primarily, descrimination against or lack of concern for the poor. Tim
