because the commies stopped it some time ago, and if re-instated they would come out wailing crying this and that and the other why it is unfair... OK, then I'll reverse the question. Why are we doing it now, here? It would seem that, whether this is a desirable or undesirable approach, it's either desirable across the board or undesirable across the board. But here we are applying it to a limited arena. Why? Why would it be desirable (or tolerable) for buildings in New Orleans and undesirable (or intolerable) for buildings elsewhere?
