OK, then I'll reverse the question. Why are we doing it now, here?

It would seem that, whether this is a desirable or undesirable approach, it's either desirable across the board or undesirable across the board. But here we are applying it to a limited arena. Why? Why would it be desirable (or tolerable) for buildings in New Orleans and undesirable (or intolerable) for buildings elsewhere?
