It was FEMA that was the most to blame, not local officials. And FEMA is Bush's responsibiloity.

It is FEMA's job to deal with massive natural disasters which clearly overwhelm local responders. Obviously this was such a case, with the entire PD of New Orleans under water.

Pointing fingers at others cannot cover up the massive ineptitude of the Bush administration on Katrina, and the fact that the huge resources and manpower in Iraq also contributed to the disaster. In fact the levee funding was slashed specifically to send that money and equipment to Iraq.
