Thank you, CR. It was not an oversight. It is simply a slightly different topic--not one on which I was focussing any argument. The genesis may not be so pure as you think. Big Corporations and their lawyers are always close to big politicians--often in the same families. And they are forever looking for means of synergistic advantage. In any case...parasitic relationships develop where there is opportunity. It is very instructive to read through the United States Code on Territories such as Puerto Rico, The Virgin Islands, etc. caselaw.lp.findlaw.com What do most Americans feel?
