Hey! These days all new developments have to pay actual costs in building the roads, overpasses, etc. In fact, most I know of contract the work directly and then submit to the local governments for acceptance/approval. Those roads are in good repair. It is the stuff built in 1950's & '60s that have problems. (I'll admit that most bridges have been retrofitted to survive quakes so they are probably ok now).
