They were supposed to start trading in April, but got postponed. All the details I know, I know from the press release at www.cboe.com/AboutCBOE/ShowDocument.aspx?DIR=ACNews&FILE=20050318a.doc
The launch of VIX options, which originally was scheduled for April 22, has been delayed in order to give market makers more time to prepare for trading.

I'm sure if you're big enough a bank will write them for you, and if you're smart enough you can synthesize the underlying exposure yourself. Or you could just go long or short some long-dated index straddles on margin, which would look a lot like VIX puts or calls in the short run. In the long run, natch, you'd have to trade 'em, which would suck for the little guy.
