By your lights, any city which faces a calamity which can reasonably be expected to recur should not be rebuilt.

I did not say that. I said it shouldn't be rebuilt by the federal taxpayers, expecially as a supra-budget priority. People are free to live wherever they want and build whatever they want there.

Virtually everything that happens in NYC or SF because they are "national assets" can take place in Omaha or Cleveland.

NYC and San Francisco are the other two cities I recommend as "can't miss."
