This is a stupid question that reeks of total ignorance of the situation from NOLA to Biloxi.

The disaster area consists of some 90,000 square miles and affects upwards of a million and a half people, and has destroyed 200,000 or more homes.

If you have to ask such a dumb-assed question, there is certain no value in trying to explain it to you.
