I think societies, like individuals, accomplish the things that are a high priority for them.

Societies put more resources in to areas that are a high priority for them. Our society puts a lot more resources in to health care than we put in to the war in Iraq.

National Health insurance isn't the end in itself. Its a proposed means to an end. I don't consider it the best means to any particular end that would be desired by most people.
