it's a fairly good bet the upgrades were designed to produce a quick trading profit for the underwriters. but that's considered normal activity on Wall Street. i guarantee you that nobody's going to interfere with it. in Feb. of 2000, Lehmann bros. issued a 'super duper buy' rating on VERT, at the split-adjusted price of $1.600,- (!! no typo!). subsequently it turned out that they had sold their entire holding of several million VERT shares right after they upgraded it. the stock now trades at 60 cents or so, down 99.99%, approximately.
anyway, i wrote a complaint to the SEC. they didn't even deign to reply to me.
