You're still under the illusion that Clinton had an air-tight agreement to begin with. Clinton had as good a deal as bush is able to make, five years later. First he "softenes" up the pigmy dictator with flawless axis of evil references, empty threats of aggression (remember rummy?), and fantastic skills of name calling, all of which lowers the level of policy making to that of a food fight at a college frat, which leads to, alas, the same deal as clinton was able to make.
