I don't think transportation is as much inherently iffy, as it is iffy when you have inflexible unions, and a situation where the over capacity never seems to get eliminated.

Of course if our current set up is difficult, the fact that some other setup might work a lot better doesn't mean that it would be easy to cause things to change. The current situation is bad but it is relatively stable and hard to change.
