Nor am I saying that the Mayor and Gov are without fault. But neither has the wherewithal nor the ability to undertake such a huge mission. The problem lies in bush's incessant harping on his administration's focus on emergency preparedness since 9/11 and on all the resources he's committed. Like everything else he's done, it is wrong and based on lies and lip service. And it's in place to serve his cronies, not the US
