It's all in the intent. You see if you decide to drive a car, and others do also, can anyone reasonably expect that innocent people will not die because of accidents. If you allow children to ride bikes can anyone reasonably expect that innocent children will not die because of accidents. If you allow people to go hunting with guns can anyone reasonably expect that innocent people will not die because of accidents. If the police are allowed to fire upon those who are shotting at them can anyone reasonably expect that innocent people will not die because of accidents. In all cases where an accidental death is possible, the moral expectation is that of reasonable care and caution. In many situations of no good choices, efforts are made to save as many as possible.
