The gulf coast doesn't have all the refineries. What do you think makes New Jersey smell so sweet? Despite urban legends, even CA has refineries. Refineries are spread in many locations. The areas served by the LA and Texas refineries will be the hardest hit. Other regions will probably send gas there to "capitalize" on the high prices, as well as to keep the region from grinding to a halt, creating shortages in many distant locations. We may even import MORE oil to make up for the loss from the gulf oil platforms that get knocked out.

We've even got some refineries here in Utah! (Gas is still under $3 a gallon here - for a day or two)
