If Rita is half as destructive as Katrina, I just don't see how Bush can even PRETEND to pay for it with offsets. He'll probably want to "suspend" SS or Medicare or something. I'll bet he'll want to elimnate Medicaid, the WAY substandard health insurance we give the poor in this country.

I think he should be impeached for having so many hurricanes on his watch.
