The chimp TOOK the blame for the pitiful Federal effort. Correctly so, since HE had appointed the feeble, incompetent horse lawyer Brown and the rest of the patronage feebs with which he packed FEMA. The chimp IS to blame!

That's besides personally ignoring the approaching CAT 5 hurricane until AFTER it hit! The way he's treating Rita is how he SHOULD have treated Katrina, and the chimp KNOWS it. He blew it.

Five years of OJT just wasn't enough. Karl Rove was being treated for kidneystones and the chimp didn't have enough snap to fake "concern" about Katrina until Karl told him to.

Clinton handed the chimp an effective, working FEMA, and the chimp destroyed it.
