What you write is true. However, the Saudis remain the largest financers of Palestinian causes. More discrete, but still the largest.

Saddam money to the families of bombers after the Israelis demolished their homes - even if the family had no knowledge of the planned attack. Did that encourage the attacks? Or did the Israeli actions incite further violence? How would it look if Britain demolished the family homes of the London bombers? Would anyone who then gave the family a home be labeled a terrorist?

The links to Saddam and terrorism are there if one looks hard enough, but much of the evidence is shaky, at best, like the WMD evidence. Pakistan, Iran, Syria, Saudi Arabia had and continue to have much more solid relationships to Muslim fundamentalist terror groups. Saddam, being quite secular, actually saw himself as a target of Muslim fundamentalists who wished to knock him off and establish a theocracy in Iraq.

I don't recall Saddam buying Anthrax. Can you elaborate?
