This will cause quite a stir within the Church hierarchy if it goes through.

The Church worldwide is very conservative; the Church in the U.S. is not. My understanding is that there is a significant percentage of American priests that have come into the priesthood in the past 20-25 years who are gay. This type of edict would create a tremendous debate within the Church hierarchy and the rank-and-file, at least here in the U.S.
