If you're right about the contract (I've never followed this story closely) and if it was drawn carelessly, then the holdup in the environmental permitting might be a way to run out the clock, cancel the contract, and start building Chavez's dreamed PDVSA-of-gold up as a wholly owned entity sanitized of operating contracts. Then again, that's rank speculation, especially as PDVSA itself has hardly been shy about continuing to issue its own operating contracts to foreign entities when it suits them.

I'll withhold judgement on your assessment of KRY, but I wouldn't bet against Chavez politically. Have you looked at the polling? His approval was at 70% early this year, and still at 50% now. Bush's was no higher heading into the election.
