Yes, it is pretty easy to work out what's needed before it's needed. It just takes a little bit of attention, imagination and thinking. Tankers can travel on minor roads. That's where the petrol stations are. I suspect the main problem with evacuation is on the outskirts where roads are smaller and even with all rural lanes outward, there would be a blockage where many roads converge onto the few roads out of a city, in this instance, all of them going north with no escape to the south or east.
