At enormous cost and inconvenience to hordes of people. The great thing about traffic jams is that the government bureaucrat spivs get stuck in them too. Unfortunately, they don't care as much because they just have to put their hours in. They might even enjoy traffic jams as they can sit back, listen to the radio or CDs and enjoy time off "work".

Hmm, maybe that explains why governments around the world invariably arrange traffic jams instead of traffic flows.

Privatise the roads! Sell them to the highest bidders.
