I have to disagree with the above...but...

Telling people 'in mass' to get out was the wrong idea. They need to have a system whereby people evacuate(assuming there is ample time) in an systematic fashion. If people didn't comply, that is a problem, but I think it would have been better than just saying, "everyone get out now".

For example, having the authorities say that everyone whose driver's license ends in 55-59 leave between such and such an hour. And others with different numbers leave at another programmed time would have helped a lot. I think Texans have a strong sense of community such that this would have worked given the amount of time that was available, especially if you told them that what the result would be that if they all tried to leave at once(i.e. - parking lots instead of highways).

As a kicker, you could tell those that left before their alloted time that they would be thrown to the back of the queue for help if they ran out of gas or had a breakdown on the road.

I bet in Germany this systematic sort of thing would have worked but maybe it is just not realistic given our cultural personality.
