A basic tenet of military life is responsibility. A commander is responsible for the safety of his troops.

Bush sent Americans into battle. Some died. Bush didn't kill them in the literal sense, but he sent them into harm's way and is indirectly responsible for the deaths. You send men to fight knowing that some will die. That's the ugly side of leadership.

Put it another way, if you accidentally slide your car into a tree and your passenger dies you didn't "kill" anyone - but you, as the driver, are still responsible.
