Looks like when the armor starts to break down, it goes quick. A lot of the evacuees from Houston are incensed at how badly it has gone. The center of the blame is Bush and FEMA, although it isn't really their fault. I suppose it could be argued that FEMA should have planned for something like this, or mentioned to the state officials that they should have gamed this sort of event, but we know that they haven't seriously done anything like that since Witt got the boot. As you know, every city in the country has an evacuation plan. However, this is the first time such a plan has been implemented to the extent this one was. And you know what, the plan stinks.......it doesn't work. There are just too many people trying to get out on too few roads and not enough gas to make it happen. As of 6 PM CST, there are people who had not reached their destination........were hours away in fact. Some were stranded along side the road w/o gas in places like Lufkin, TX........the police chief there was beside himself because he can't help them......he is overwhelmed. Bottomline: If we are going evacuate cities, they have to craft a better plan.The problems with this evacuation has more to do with it being done as a purely ad-hoc, seat of the pants sort of deal by the state. On the plus side, a lot of workable solutions are floating around and if the state officials are willing to learn from it, future events should go smoother. Contraflowing the Interstates should have been thought of and planned for a long time ago. Yes, that one I don't understand....its not like contraflowing is new. There are arterial streets in LA where traffic going into the city in the AM has 4 lanes with 2 lanes going out. In the evening, its the reverse.....4 lanes going out and two lanes going in. Similar setups are found on the freeways here as well as LA and SFO. I guess the governor of TX had no idea what to expect. Heck, we discussed that very issue during Alicia more than 20 years ago. Having tank trucks with gasoline to help those stalled from blocking traffic was a good idea, unfortunately implemented late in the game. Doing a staged mandatory evacuation, starting in Galveston and rolling up I45 needs to be done. A similar pattern for the other main areas like the Beaumont/Port Arthur/Orange area along with Corpus Christi and Brownsville. Yeah, there really was no excuse...I couldn't figure out why at first they only did one freeway. All freeways out should have contraflowed from the getgo. There is another thing too......I think this country expects too much from their citizens. There were people evacuating who had no where to go and didn't have money for a motel. All we do is open the floodgates and expect everyone to swim successfully. Again, now there are people along the side of the road in the open with no where to go while a major hurricane bears down. Scratched teflon...................... Did you see where one reporter asked Bush why he was going to the hurricane command center; that he would just be in the way? You should have seen da man spin around ready to tell off the reporter when he realized there were all these cameras trained on him. Later, he ended up going to Denver to watch the storm instead of to the command center. The teflon is scratched and he is done. He best bet is to stay in the WH for the rest of his term and play with his navel. ted
