A: The petrodollars were recycled by lending to developing countries at variable rates. Paul Volcker jacked them up in 1982 to 21% at a certain point and rake in the cash.

The guys who play those games are ruthless people! No matter what you do. No matter to where the money goes. It always comes to their pockets!!
