As Ike highlighted, now that America had full-time defense producers, there was a force consistently lobbying for eternal war requiring expensive solutions. Did the United States really benefit from invading Iraq, or did Halliburton just need a new contract. Ike saw these people as leeches sucking on the government, urging ever larger government which could pay for ever larger contracts. If Americans and American military need to die to justify large new contracts, that's a price government contractors are glad to see paid, especially since someone else is picking up the tab. I have a retired Uncle who directed the operations of a defense contractor providing spy satellite equipment and services for the NSA and Pentagon. He always said, the National Security complex was less threatening to America than it might seem. Not because many of the people involved were good (because they were some of the most amoral and malicious people he had ever met) but because they were people who could not successfully plan a picnic. Every twisted scheme they put into place would invariably collapse into defeat and humiliation. Witness Iraq. The primary loser in this scheme is the American citizen who is obligated to pay for an ever larger government implementing ever more expensive failed schemes, at the behest of government contractors. I'm sure it sickened Eisenhower to see the goodwill of the American people hijacked by corrupt people with their own agendas. .
