Poland and Germany have an agreement, but it seems that it is different for the rest of the EU and the new entrants.

It is anecdotal, but the last time i was in Poland, back in 2003, somebody i spoke with informed me that most young Poles tend to gravitate toward Warsaw rather than the major cities in the west, Poznan, Wroclaw, and Szczecin. That is, there is not necessarily a rush for the west from the college educated or even a shift in orientation west instead of toward the capitol.
