Iraq is now a province of Iran, and will be governed by the Shia rulers. Iran has not been much of a terrorist threat.

The anti-american terrorists, you remember, are Sunni fundamentalists from Saudi Arabia, Yemen, and Pakistan.

Reading a Time magazine article about Iraq, and it says only ~2% of the insurgents killed in battle are non-Iraqi. Many of the suicide bombers are non-Iraqi, however.
