Let me tell you all something else, in the late 60s during the Vietnam conflict I was out there protesting against that war with the best of them.

This is what I call dialog. Dialog gets results such as in Iran. If Bush persisted in his approach for a dialog along with the other nations then we would not be in the Iraq mess. We the people protest against anything which is unreasonable such as existing Bush policies of beating up on the UN and not dialoging with them, beating up on France, Germany and Russia. Instead, Bush is carrying on a dialog with the wrong person, Pervez Musharraf. If he does so, then he might as well start a dialog with Osama and Mullah Omar, is it not? I hope you would refrain from calling a reasonable exchange of opinions based on the situation on the ground as propaganda. It is fine for you not to post here because you failed to advance your line of reasoning. Note that this thread has a "no ban" policy and it is so for a reason. We exchange opinions.

Vote followed 'intense' talks with EU-3: India

NEW DELHI: India on Sunday stated that the resolution it had voted for, despite reservations, on the Iran nuclear issue in the International Atomic Energy Agency (IAEA), is a EU-3 initiative and its decision came after very intense and high-level consultations with Germany, France and Britain.

“It should be borne in mind that India has all along been supportive of the EU-3 initiative to negotiate a fair and reasonable understanding with Iran on this issue. Our support to the resolution should also be seen against this background.

We have been in close touch with the EU-3 and External Affairs Minister Natwar Singh has himself been meeting with and talking to his French, German and British counterparts regularly in the past couple of weeks to try and encourage a consensus approach,” an External Affairs Ministry spokesman said in response to questions.

Prime Minister Manmohan Singh had also discussed the matter with French President Jacques Chirac in Paris on September 12 and the two leaders had agreed that all diplomatic avenues needed to be explored to deal with the issue and a confrontation should be avoided.

Asserting that the vote for the EU-3 resolution was consistent with India’s stated position, the spokesman said India had been working with all the different groups within the IAEA to encourage a consensus and had held intensive consultations both in Vienna and New York to safeguard Iran’s legitimate interests even while responding to proliferation concerns.

India’s strong opposition to taking the issue to the UN Security Council was helpful to Iran and the acknowledgement of the need to allow sufficient time for further negotiations was also in Iran’s interest. In fact, this was a demand put forward by Iran in several interactions with its representatives.

“Therefore, there is no question of India having ranged itself on one side or the other. On the contrary, India has played a helpful and supportive role in safeguarding Iran’s right to peaceful use of nuclear energy necessary for its economic development, but consistent with global non-proliferation norms,” he said, adding that several non-aligned and developing countries, besides India, had also voted in favour of the resolution.

Categorically denying that the decision to support the resolution was linked with the nuclear deal with the US, the spokesman said nothing could be further from the truth.

“India takes decisions on issues based on its own independent assessment and in consonance with the country’s national interests. The Indo-US nuclear cooperation agreement stands on its own, based as it is on a mutual recognition of Indian energy requirements, its global impact and on an acknowledgement of India’s impeccable record on non-proliferation,” he said.

Referring to Article XII C and Article III B of the IAEA statutes, which holds out a threat of referral to the Security Council, the spokesman said that in explanation of vote, India had clearly expressed opposition to Iran being declared as non-compliant with its safeguards agreements.

Nor did India agree that the current situation could constitute a threat to international peace and security.

“Nevertheless, the resolution does not refer the matter to the Security Council and has agreed that outstanding issues be dealt with under the aegis of the IAEA itself. This is in line with our position and therefore, we have extended our support to it,” he said.

On the impact the decision would have on India’s energy cooperation with Iran, the spokesman sought to allay fears of any negative impact and said there was no reason why there should be any apprehension in this regard.

India had played a constructive role in the IAEA and helped safeguard Iran’s legitimate interests and intended to continue to work together with Iran as well as the EU-3 to facilitate a satisfactory outcome in the coming weeks.

“India’s principled stand that the issues raised should remain within the purview of the IAEA and that we should give ourselves time for further consultations, has been appreciated by Iran and supported by several delegations in the board of governors. At the same time, we have urged Iran to demonstrate some flexibility so that its friends can help in evolving a satisfactory outcome within the IAEA itself.”

The spokesman said the Prime Minister had emphasised two major pre-occupations on India’s part: First, India is not for the Iran nuclear issue being referred to the UN Security Council and its preference is to deal with the issue within the IAEA itself.

The EU-3 agreed to take India’s concern on board and the resolution had kept consideration of the issue within the purview of the IAEA itself.

The draft resolution had conceded that demand by deferring any decision till a further consideration of the matter at the next board meeting in November 2005.
