Congress can't violate the Bill of Rights. That's about it. The Supreme Court hasn't invalidated a Congressional exercise of power under the Spending Clause since the 1930's during the Lochner Era of economic due process. If it can be justified as for the General Welfare, Congress can spend it. And attach strings to the spending.
