The energy gouging began the week Bush-Cheney were first nominated. Cheney, as the CEO of a powerful energy company, and part of the Petroleum Institute and Petroleum club hierarchy is the only one in the administration with the power to tell Big Oil and Enron types what to do.

Apparently he did tell them what to do. Raise energy prices. You have to understand, Cheney hates environmentalism, and to defeat environmental laws, energy prices must be sky-high so the public is cowed into agreeing to drill anywhere, even wildlife sancturaries, and also allow plenty of polluting coal and nuclear energy. Those are Cheney's big special interests along with war-making.
