This should be a link to an EIA report on energy infrastructure effects of Rita -

electricity.doe.gov

Covers electricity, oil/gas, and pipelines.

One other possible shortage would be local jet fuel for helicopters - search and resucue, medical patient movement, damage assesment, and the huge fleet flying to offshore platforms.

This could delay detailed assesment and re-starts.

Rita severely damages Chevron's Typhoon platform

NEW YORK, Sept 26 (Reuters) - Chevron Corp. (CVX.N: Quote, Profile, Research) on Monday said its Typhoon tension leg platform in the waters off New Orleans was severed from its mooring and suffered severe damage during Hurricane Rita.
The company also said reports of a gas leak near its Henry Hub facility in southwestern Louisiana were investigated. It said two separate releases of natural gas were located but they did not originate from Chevron's facilities.
