You keep saying that, like flooding never happens as a result of a hurricane and/or the flooding in New Orleans was totally unanticipated. Neither of those statements is true. If it can be anticipated, then it can be planned for.

No, it is not pretty obvious that the problems with Katrina had to do solely with the flooding in NOLA. There were lots of areas besides NOLA that were hit, and they got the same lack of response that NOLA got. Even worse, actually, because there are still plenty of places where nothing has been done as of yet. People are still living under tarps in Mississippi.
