Saddam was many things - but not suicidal. Same with the Iranians... they are fanatical but unlikely to precipitate an massive terrorist attack that would result in their destruction. It's the stateless terrorists with little to lose that arrange 9/11 type attacks.

Yes, if he had them, Saddam could have covertly funneled WMD to terrorists - but chem/bio/nuclear WMDs leave signatures that would eventually be traced back to him, leading to an immediate war that he would lose.

Remember, Saddam had chem/bio agents during Gulf War I but did not use them, supposedly because 1) he was warned of the consequences 2) they are not effective against a prepared army.

Saddam did have a standing offer of a huge financial reward to any anti-aircraft unit that shot down and killed an American pilot - but the bounty was doubled if the pilot was captured alive. It was a political stunt on his part - guessing that the US would not attack on the account of the loss of one aircraft. Given that he had been shooting at our planes from Bush I though Clinton through two years of Bush 2 that was not an unreasonable assumption.
