Al, Which means what tangibly? Which means for the most part, FEMA didn't screw up under his tenure. Only after one of the biggest natural disasters trashes The Big Easy do we see a sudden scrutiny of "top positions in vital government agencies." Maybe the real problem is the massive layered bureaucracy that allows guys like Mike Brown to head FEMA in the first place. Maybe it's time for a top-down reorg. If that means getting rid of Bush as well, fine, but I see too many people simply demanding a change at the top without demanding any real change underneath it all. Tenchusatsu
