CJ, Bush did, but he cut it short for a photo op handing out ice with his brother. But, remember that there was an election coming up. Other people were busy.

So why didn't Bush also release some oil from the Strategic Petroleum Reserve back when Kerry was ahead in the polls:

The Massachusetts senator called on Bush to suspend filling the Strategic Petroleum Reserves until gas prices stabilize.

That was the stunt Clinton tried to pull back in 2000 in order to more people in the Northeast to vote Al Gore. Seemed to work, too. Too bad they forgot to focus on the fallout from Elian Gonzales.
