That would be the NPR. Which you claim you have read. If you actually have, you would know.

There is no current authority for the federal government (president) to take control within a state that has suffered a natural disaster.

This is one thing that is highly likely to change. Again, some will fight it, but it is so clear that the real failure of government was at the local level, it is unimaginable to me that it won't be changed. (Of course, Social Security and Medicare are disasters and they aren't able to get *THOSE* changed).
