I know nothing about NO's or Louisianna, BUT around here if you were 9 ft. below sea level I am sure you would be considered to be in a flood plain and should have been REQUIRED to have flood insurance. I bet you will find those people with the million $$ homes DO HAVE adequate insurance, its the unwashed masses that may have not had insurance if they did not have a debt on the property thus forcing them to be adequately insured. I have HEARD (dont know if its true) that its AGAINST THE LAW for the FEDERAL govt to pay for the cost to rebuild any home. jdn

The time to discuss the meanings of words is before the flood or wind. Flood insurance for the dictionary meaning of water all over the place was available. Changing accepted meanings after the fact is fraud and theft. I don't my insurance premiums going up to pay for others fraud and theft.

Honest and fair are simple ideas.
