In the later years, it seems he decided BLUFFING was a lot cheaper... especially after Desert Strom destroyed 90+ of his WMD potential... and economic hard times (sanctions, etc.) apparently did for most of the rest in short order after Desert Storm nearly toppled him.

The US (unfortunately, perhaps) ain't going to do ANYTHING to N.K.

We are unwilling to face the disaster potential of 1 1/2 million dead South Koreans, and 1/2 million dead Japanese. (So too, are our allies South Korea and Japan unwilling to embark upon any course that might end up with that sorry state of affairs.) China and Russia don't want *millions* of destitute North Koreans fleeing across the borders into their lands either.

(IMO though, the very LAST thing anyone should be doing is giving food aid to N.K. It only serves to perpetuate the elites.)
