CJ, Under Clinton, there was approval for an upgrade to Cat. 5 and work was started, but the funds got cut back under Bush.

I heard that Bush put more money into the levees during his first five years in office than Clinton did in his last five years. But either way, it's clear to me that the real culprit are the local and state governments who wanted to spend the money on a bunch of boondoggles.
