Some folks want to rebuild NO more or less like it was. A big part of the funding will come from the US taxpayer.

Here is my question. To rebuild the levees to a cat 4 or 5 level will take 10-15
years in construction time and a very large sum of money. During this period
we can be assured that many more hurricanes will visit NO BEFORE the new levees
have been built.

Does this make sense?

There are holes in the logic of that article large enough to drive a truck through.
