clinton knew just as well as Bush and the whole congress that the Kyoto treaty was a piece of crap that would only hurt the USA...As it stands now, many other countries are figuring that out.

Bush is a lesser man than Clinton but he still gets the blame for lack of leadership on the issue of global warming.
