I guess the bottom line is that the locals want to be in charge - until they screw up and demand IMMEDIATE federal assistance YESTERDAY...

Remember when Mayor Nagin invited folks back into NO? When the Coast Guard officer directing federal efforts suggested that it was too early Mayor Nagin insultingly referred to him as the "federal mayor of New Orleans". Of course, Nagin then had to re-evacuate the city...
