I like your idea and admire your compassion. It would be nice to see such oversight with respect to "entitlements". Unfortunately, the entitlement programs have been hijack by politicians and are now used as a vote buying scheme.

Years ago I remember reading about a social worker that tried to change the system when she realized that the majority of people she was seeing on a weekly basis were applying for jobs that no sane employer would hire them for. For example, the guy with a speech impediment that was so bad you could hardly understand him wanted to be a salesman.... you get the picture? All these people had been in the system for years. She told them that they had 2 weeks to find a job before their welfare benefits were going to be cut off......they all had jobs within that 2 week period but they also complained to the welfare office. In the end the social worker was reprimanded and forced to apologize to each beneficiary.....they all were back on welfare within the next week.
